- 60 bytes in 17 fragments after defrag

After defrag, I see a number of 'files' listed as still fragmented. All 60
bytes. I think they are folders, not files as such, and they might have as
few as 2 or as many as 17 fragments, but 8 fragments is a typical value.
How can 60 bytes get fragmented into 8 fragments? Howcome defrag won't fix
it?
BTW, same problem on Server 2003.
