access denied folder

I have a folder which is " access denied ".
The steps suggested in previous threads are not working for me.
ie. start/my computer/tools//folder options/view/
....the next step is to clear check from " use simple file sharing" BUT
this option does not appear???
ALSO suggested
right click" locked folder " / properties/ click on security tab.. BUT
the security tab does not exist.
