That's because explorer.exe provides the Desktop and the Taskbar.
You need to open Task Manager, e.g. press Ctrl-Alt-Delete
and use its File, New... command to restart explorer.exe
If restarting explorer.exe doesn't work you can still start other things
that you would normally use your Desktop or your Taskbar's Start menu
to do. For example, you could open the Control Panel by starting control.exe
or you could start a specific Control Panel applet by giving it as an operand
to that program. For example, you could open Add/Remove Programs
by starting control.exe appwiz.cpl

When I type explorer.exe there, I get the same error message.

you should open task manager[press ctrl-alt-delete]
open file menu
open new task
write this
C:\WINDOWS\system32\Restore\rstrui.exe
after this system restore window will open
click next
then you will see the date when you install ie7 right side you will see ie7 installed click this
and click next button and again click next
after this your computer will restart and youe desktop icons will back but ie7 will unistall and you will see ie6 instead of ie7
