- cannot open regedit or Task Manager

As the subject line stated, I cannot open regedit or Task Manager. When I try
to open Regedit, I get a message that another program is currently using this
file. I suspect I have a virus but my ISP based scanner doen't detect
anything. Any clues to which vitus it may be and how to remove it?

This is the sign of a virus infection. You should update your antivirus
program's virus definitions and perform a full scan.
