Can't access Task Manager

when I press Alt-Ctrl-Del to access Task manager, the Task manager option is
greyed out.
This problem has only just appeared, I can't think of anything I have done
to have caused this.
How can I re-activate my Task Manager?

Once your system is cleaned and free of parasites, open the registry
(Start>Run and type regedit.exe).

Navigate to the following sub key:
[HKCU\Software\Microsoft\Windows\CurrentVersion\Pol icies\System]
and/or
[HKLM\Software\Microsoft\Windows\CurrentVersion\Pol icies\System]
Name: DisableTaskMgr
Type: DWORD
Value 0 - Restricted; 1 - Unrestricted
Or the right-hand pane, delete "DisableTaskMgr".
