- Configuring XP not to allow processes from taking 100% CPU timre

Is there a way to configure Windows XP such that there should always be
a little CPU time left. I am asking this since if a process takes 100%
CPU time and the process is in an infinite loop, then there is no
alternative for me to apart from hard rebooting the computer. There is
not even a little resource left for me to open the task manager and
kill the process.
