- Desktop Icons - Boxes

I am writing about a computer in our office that has boxes around all
the text below the icons on the desktop.
This is NOT just when highlighted, but all icons, all the time. It
rings familiar to me but I can not figure out where to turn this off.
I've checked in display and in system with no luck.
Can anyone help?

Change the visual effects (under performance options, in system
properties) to "best perfomance", apply this, then set it back to
"best apperance".
