Device Mgr won't open; missing a dll file or ....

aI've got a world of problems. First, one of the Windows Updates replaced or
updated my Video Driver & now I keep getting a msg that I I need to install a
driver. I've never had to download a driver B4, or even know NE-thing 'bout
'em, Xcept I don't want to have to buy what I didn't delete.

FYI: It's a Mobility Radeon 7000 IGP, but my computer showed co. name of ATI.
Toshiba doesn't have anything I can download, but I did print a stack of
docs re: same problem w/others' symptoms, but "I" don't fit the mold.

I've stayed away from Device Mgr for 4ever because it's never opened, and
now w/a disappearing driver, I KNOW it won't.

Error: MMC failed to initialize because it was installed incorrectly or
a
portion of the registry is corrupted. Be sure Mmcndmgr.dll is registered
by running "regsvr32%SystemRoot%\system32\mmcndmgr.dll"

HELP ME RESOLVE MY PROBLEMS, PLEASE! I'M SO LOST! And my software was

This should be the driver if you can't find it among the disks that came
with your PC.

Choose the Low Speed (Dial-up) Display Driver Only

What happens if you register the DLL?
