when i close down programes the page disappears from the top and slowley
reaches the bottom is this caused by some sort of bug if so any idea what sort

I think that it's annoying, but it's a feature. Try this.

Right click the Desktop | Properties | Appearance tab |
Effects button | UNCheck: Use the following transition effects for menus and
tooltips | Click Apply | Click OK

Use the following transition effects for menus and tooltips
[[Specifies whether to activate animations for menu commands and other
Windows elements. Animations change how menus, lists, and tooltips open and
close.]]

[[Lists the available transition effects. Click Scroll effect for menus,
lists, and tooltips to slide in and out, or click Fade effect to allow them
to fade-in when you open them and dissolve when you close them.]]
