page with all the program , but i don't see anything?

I gather your opening htm or html file with notebook. You need to open a htm
or html file with internet explorer. Heres a way to make internet explorer
open up htm or html files
Open a windows explorer (righ click start and select open)
Select tools from the above menu
Select folder options.
Select file types.
Scroll down to HTM and select it
Select change
Select internet explorer
Repeat last 3 steps with HTML
