- Help with dialog speed

I have a new computer (AMD Sempron with 512 MB RAM and 1GHz FSB)
running Windows XP Pro /sp2. For the most part the workstation is very
fast. However when the user clicks Start and hovers over (or clicks
on) ALL PROGRAMS there is a 30 second delay between the time the gray
background shows (almost immediately) and the program listings appear.
This box has a AGP 8X nVidia card with 128 MB RAM and a fast RAMDAC
(like 320 MHz?) Fast enough to draw this minor stuff quickly enough.
Any thoughts on why there would be such a time delay?
