Help with error accessing the SystemRestore Tab (srrstr.dll related problem)

Transferred XP home from 40GB Seagate to 120GB Western Digital drive.
All appears to work except that I cannot access the Restore Tab in Control Panel -> System. Also cannot create restore points.
I've run the WD copy program twice now and same exact results both times.

I have googled srrstr.dll and found suggestions on renaming it and another file and that they would come back; from cache immediately; tried this and they did; still no change. Below... is the error message I"m seeing.

Any suggestions anyone? I"m running XP Home Athlon 1800+ SP2 with all current updates, with 768 MB of memory. I have my original XP disk; would using this with the "Repair option be any help?
I do not want to reload from scratch if I can possibly avoid it. I should also not that I tried re-applying SP2 to the machine the first time
and that made no difference. My original 40GB drive that was the source disk does not have this problem.
There were no reported errors in copying using the Western Digital software.

Click on Restore/Enable System Restore
sysrestoreenable.reg is the file that you want.

Sorry about the html in first message My news was set to plain Text but I've
now also unchecked the html "stationery"? hopefully that does it... Though
I've left the original history in here. I selected ALL and told format to
be plain text; not sure if it will be by looking at it.
Results: MSCONFIG: Was already set to Normal Startup went in and
hit apply to be certain. No change on reboot.

Install sr.inf : tried but system comes back and says: "The
File sr.sys on Windows XP Home Edition Service Pack 2 CD is needed. This
installation was from MS XP CD (version 2002 I think that was sp1) and has
had SP2 applied;
I tried putting in the original Windows CD that came with it to see if It
would by luck, grab it from there; it did not (though perhaps I need to
point it
somewhere specific??).
In case it matters, the default path it asked for was
C:\Windows\inf\i386
and I just tried to point it there on the Win CD; specfic path was M:\i386
there is no inf dir on win CD.
where M: is my CDROM drive.

Also tried the reg change from kellys-korner, still no change. Any more
thoughts on this?

on System Restore Restore on #278 no change then I noticed the 2nd link you
provided
and followed these instructions there which I'll Quote here now: >>>Start

If a "DisableSR" value doesn't exist, go to the Edit menu, select New, DWORD

The SR was there but was in fact set to 0. Setting it to 1 appears to allow
me access properly now
to the System Restore tab.
