- How do you turn off transition effects permanently?

Every time I start up my computer the option to Animate windows when
minimizing and maximizing in the performance options is always on even though
I want it off permanently. When I also checked display properties for the
effects in that section I see a green box instead of a check which still
means that the option is still turned on. It happens every time I restart my
computer.
