when i go to format i get a message that reads : format cant run because the
volume is in use by another system.....what does that mean and how do i fix
it?

Can you, would you, saw off a tree branch while you are sitting on it?
Can you change a fan belt in an automobile while the engine is running and
the car is going 60 miles per hour?
Can you delete (format) a partition that Windows resides on while using
Windows?
Of course not - in all instances.
To format the Windows partition you need to boot from the Windows XP CD and
perform a clean format/install.

You can't format the drive on which Windows is running.. to format with a
view to re-installing Windows, alter the boot order in the system BIOS, and
boot from your Windows CD.. all of the tools to re-partition and reformat
