- internet options being changed on boot

Hello to all. I have just noticed a problem. I tried to access windows
update[from my start menu]the following setting has to be enabled, and got a
blank screen instead. I finally went into the Internet
options>security>custom>activex controls and plug ins.and noticed that the
setting for- run active x controls and plug ins- was disabled. It is set to
the default[medium] which means this should be enabled. If I change it to
enable and reboot it changes to disable every time. I also cannot select
default settings[grayed out] for My Computer,which coincidently has the run
active x controls and plug ins enabled
I have also noticed that when I would click submit to a reply to a
forum,like this, it would warn me that it may be unsafe.
I did a virus scan[none] and no spyware spy-bot ad aware asquared all just
tracking cookies which were deleted and still have problem.
I have uninstalled anything I had installed recently. One that concerns me
was Prevex home. I had to uninstall because it slowed me way down. I don't
know why It concerns me ,but it does. The other 2 were tune up utilities and
regsupreme. I used the registry cleaners to get rid of all traces of NAV
+Firewall before installing new one. I also use CCleaner.Tune up utilities
was used to optimize my computer,but not to tighten up the security.
The registry key for this[1200] is set to 0.
all the other security stuff i got has been on for years with no problems.
Please try to avoid telling me to reformat and reinstall windows
