Monitoring keeps turning on for the external drive.

Windows XP SP2 - all updates current.

I consistently have C: operating system monitored, but do not set monitoring
for the other three drives, including the external drive. The external drive
H: connects to the computer via firewire, turns off by design when the
computer is shut down, and turns on again when the computer is launched.
These three HDs contain no system files, but only saved personal files

I've been using the external drive H: for over a year and only in the last
month or two, it shows it is being monitored when I have specifically set it
*not* to be monitored after I have turned off system Restore and turned it
back on.

Is there any thing I can do to keep it from being monitored?
Or is it okay to just let it go?
And what good is the monitoring: I have yet to find a way to set system
restore points on H: . Since it has no 'system' the monitoring seems
pointless.
