- PC hangs on boot up

I have run check disk utility and now it boots into windows without too
much problem apart from it is slower than i have ever seen it before,
but I am patient so i can deal with the but now i have another problem
(argh!).
My task bar does not show running programs (major problem) and I cant
resize the quick launch toolbar(minor problem). I used to be able to
drag a marker across to the left and then have a vertical list of
programs. Any suggestions about all the issues above? Thanks in advance
