Print spooler stopped - how to restart?

Context: Large download (450mg - Intuit Quickbooks) exhausted available disk
space and failed. Before retrying download, used "Add or Remove Programs" to
remove obsolete/unused programs. Restarted machine, and download was then
successful. Resumed other work; everything seemed fine until need to print;
printers had vanished.

1. All printers (7 including both local and network) have disappeared from
"Printers and Faxes" window.
2. If select "Add a Printer", get message "Operation could not be completed.
The print spooler is not running."
3. Run "msconfig", goto "Services" tab, sort by "Service", locate "Print
Spooler" manufactured by "Microsoft Corporation", status reported to be
"STOPPED"
4. Do not know how to restart Print Spooler Service or even where to look
for this program/service - toggling switch box does nothing to impact status
5. Attempted to back-track through removed programs with System Restore;
restore to pre-download checkpoint failed - request was refused - Message in
essence: "Unable to restore - no changes made to system".
6. Successfully back-tracked through a couple of removed programs but could
not resolve "Print Spooler Service Stopped" problem.
7. Could not back-track all the way to download.
8. Efforts to Remove Large program (Microsoft Train Simulator) repeatedly
locks up computer.

Everything seems to work ok except Printer issue.
