- Programs wont uninstall

Ive been having problem with uninstalling some programs. The 2 programs
I cant uninstall are:
E2give Plug-in
Internet Optimizer
Ever since I went to some site these 2 programs installed and now there
are like popups popping up every 2 minutes. Ive been trying to go to
Control Panel and trying to Uninstall them from there but they dont
uninstall what should I do?
