Add/Remove slowness seems to be something that Windows has suffered
from for several years - my theory is that it's something to do with
the size/frequency used information.
You might want to try something like this:

I use it all the time - its great, takes almost no time to start up,
and its so damned easy to find the right programs using the filter
thing.
