Ok the TCP/IP has reached the security limit imposed on the number of
concurrent TCP connect attempts. Is a security limit imposed by Microsoft,
hard coded into the tcpip.sys file. There are patches available on the
Internet just look for that even id. I see that the normal thing that causes
this is the problem\ any bittorrent client will hit this limit due to closing
and opening new connections when peers come and go. This is slow down
browsing while your running your torrent program, it does get annoying I can
say that. I just patched it myself, make sure you backup any file your
changing just in case
