Restart & shut down problem

Hi,
When I try to restart my xp pro sp2 desktop it shuts down instead. It goes
smoothly during the whole process: "logging off > saving your settings >
windows is shutting down". More, after it shuts down, either as I described
earlier or shutting it down the right way, I can't turn it on anymore, no
matter how long I push the power button. I have to unplug/plug the power
cord from power to turn it on again. Any hints?
