right click (popup) menu not working in start menu

when I go into start - all programs - (then ANY of the different items, if I
right click the mouse a small menu is supposed to popup next to the cursor
with different selections : delete, rename, sort ...
the problem is I get NO popup inside the startmenu ONLY.
If I use the right mouse click on the deesktop - I get the proper menu :
arrange icons by, refresh, paste, - and so on. Infact the right mouse button
works everywhere else - just not in the start menu area.

When you right-click an item on the Start menu, a shortcut menu should appear.

If no shortcut menu appears and the menu flashes, the Enable Dragging And Dropping
check box has been cleared.
This option enables shortcut menus and the drag-and-drop capability.

To enable the option, right-click the Start button, choose Properties, and then click
Customize.
If you're using the default Start menu, click the Advanced tab and then, in the Start
Menu Items box, select Enable Dragging And Dropping.

(If you're using the classic Start menu, the option appears in the Advanced Start
Menu Options box in the Customize Classic Start Menu dialog box.)
