- 'Safe Mode' to bring up Mouse and Keyboard functionability?

Hi:
After 'System Restore,' Mouse and keyboard does NOT working at all,
even I put a brand new mouse that worked just few seconds, and it was
dead. Keyboard is flushing 'NumLock' that not able to 'cancel' due to
'dead' keyboard function.
I'm typing this thread by using a friend's computer, because my computer
does not recognize both 'mouse' and 'Keyboard.'
I hooked up both by 'USB' with WindowsXP Home Edition that was
pre-installed by HP.
Only way I can get Mouse and Keyboard is 'Safe Mode?'
Or, what procedure would be to get Mouse and keyboard back?
How to bring up 'Safe Mode?'
