- Set memory usage preferences to System Cache for restricted users

Under System -> Advanced tab -> Performance Options, I want to set the memory
usage to prefer "System Cache".
I can do this as an administrator. However, when I log back in as a
restricted user, the options are grayed out (obviously), but also reset to
prefer "Programs" and not "System Cache".
Is there something that is controlling this behavior? Any way to change it?

After making the change did you Apply, OK, Exit and restart thr
computer?
