slow performance with 2003 file server

Message: We are running A mixture of operating systems clients are Xp pro
... domain controllers are NT 4.0 and member server is windows 2003 standard
edition..

we were using PDC and BDC which were NT 4.0 as a domain controller and file
server.....another file server which was running windows 2003 std edition.
we moved all files from our PDC and BDC to new windows 2003 system to make it
a file server........and moved all files with permissions from NT 4.0 PDC and
BDc to windows 2003 server.......since then we are having latency in
accessing files..... any file would take four times more time than normal...
if it was taking 3 seconds to open an excel file from NT ,, it is taking 10
seconds to open the same file from 2003 server. we have checked network
performance. network utilization is normal....processor and memory
utilization are normal. and even hard disk performance seems
allright..........we could not figure out why is it giving high latency after
we moved files to 2003 server........
one of the reason that i could think of is ,, an access to file residing on
2003 file server might need an authorisation from NT domain controller..
thats why we are facing high latency.....
if u have faced this problem in ur environment then plz let me know ...
or if u could give me ny advice ...u r more than welcome..
