Slow Start>All Programs When Logged Into Domain

I have one Windows 2003 Server on a brand new Dell PowerEdge 830 running as
a DC and DHCP server on a small network with 5 XP pro clients. The server
was purchased due to a crash of the original previous server. The migration
occurred about two weeks ago.

Users are now noticing that the Start>All Programs menu (including icons)
takes several minutes to load after logging on to the domain. However, if a
user logs in locally, the Start>All Programs menu (including icons) loads
instantly. Windows Explorer hangs on some machines as well. Icons on the
desktop, however, load and execute very well.

I've noticed that there are still some shortcuts to the old server within
Windows Explorer on the clients. I've deleted these shortcuts, but still
experiencing slow load of Start>All Programs.

I've read on some user groups that some of the causes include:
1. Old references to the old server, either within the All Programs
(programs) and My Computer
2. Norton AntiVirus (We're running symantec enterprise 9.0). I've
uninstalled it from a machine and reinstalled, but still seem to have the
slow load problem.
