system restore missing

Quite a while back I had some kind of virus attack on my windows xp. After
several anti virus / spyware etc scans I was able to quarantine and delete
the problem and have had a good running system ever since.. The problem I
have is that since that time System Restore has been eliminated. when I go
into Start-Accessories-System tools, the option for System restore is there
but comes up with the message "system restore has been turned off by group
policy - to turn on system restore contact domain administrator"
I have also tried to go through Run- compmgmt.msc-services-system
restore-start and get the message "error 2 the system cannot find the file
specified"
I have tried Run - %system root%\system32\restore\rstrui.exe - and comes
up with the same message that it has been turned off by group........
I have tried to reset the system by inserting the windows disk that came
with the computer but have had no luck.
Any Help apreciated
