Found the final nail in my System Restore coffin! Wesley if you catch this
your fix (re-install sr.inf) was right.
I could not do it as My computer CD was sp1 and I've upgraded to sp2. I
finally (2 days of poking around) found
a blurb that explains what to do in my case and all now works in System
Restore again.

The trick for me was to right click c:windows/inf on the file sr.inf (This
to re-install System Restore)
BUT... It asks for my SP2 CD (no such animal) for sr.sys when it does this
you must point it to the
sr.sys in: C:\WINDOWS\ServicePackFiles\i386 NOT C:\WINDOWS\inf\i386 (If you
like me updated from SP1 to SP2)
Now it'll re-install System Restore. Note: You'll still need your install
CD along with this (at least I did) but there is another
file it will want there and it'll be on your CD in the i386 folder.
