ok i usually start task manager right away when i turn my computer on but i
didnt, and my computer usually takes a long time to load so i dont want to
restart it. when i press ctrl-alt-del though task manager does not pop up so
i went to system32 and clicked on the task manager app and i said it is bieng
used by another program is there a way to make this fix this without
restarting and making sure that it does not happen again?

at the command prompt try entering:
taskkill /im taskmgr.exe
that should kill the taskmanager
and hopefully you can restart it normally...
if you still have problems...you may need to perform a system restore
