- Window XP (H) Icons on desktop do not respond when double-clicked.

I am trying to restore the desktop icon functionability. The owner of the
desktop pc tells me they have never worked. I find that hard to believe, so
lets say they haven''t worked for a long time. The icons target is setup as
the Desktop. I changed the Internet Explorer icon to iexplore.exe, but
the problem is the same.
Any idea how to correct this problem? If this condition has existed for a
long time, I afraid the icons within Restore program won't work.
