I just re formated my computer and now when i move windows, scroll in a
window, it doesn't move smoothly. it is almost a studder. it moves/scrolls in
pieces and not smoothly. i don't know how else to explain it any better. i
don't even know where to start to fix the problem.

If you reinstalled WinXP you have to also reinstall your Video Driver.
Rt click MyComputer>select Properties>Hardware>Device Manager>Display
Adaptor>expand and if yellow mark next to your specific adaptor then
reinstall the drivers. It will be on the CD that came with the Computer.
