Does anyone know what the "windows installer" is used for? It keeps popping
up on my computer everytime I have a new window pop up. I deleted it from my
add remove programs but it still pops up. Where else do I need to go to
delete it from my computer? Thanks

Go here and install if you can the MS Uninstaller Cleanup Utility.
