Windows trys to install Earthlink popup blocker everytime a popup

I used to have Earthlink DSL and in August I switched to Qwest DSL.
Earthlink had a program ccalled Total Access. I couldn't remove it. The
uninstall wouldn't work, and "Add and Remove Programs" wouldn't work. so I
deleted all the files out of the programs folder. Then after the next start
up, Windows installer would run...saying that it was installing Earthlink
pop-up blocker. I would have to cancel it, get a error message, 2x total
before whatever I was opening would open. This happens the first time I open
IE, and everytime IE tries to open a second window or a pop-up tries to run.
But this also happens when I try to open a file or folder off of the desktop
that has nothing to do with the internet or Popups.

I thought it might have to do with the registry. I bought a registry
cleaner and fixed MANY errors, but this did not take care of the popup
problem. I've also ran the most recent virus checker and found nothing. It
is getting a pain to put up with. i have to cancel and close the popup
window 4 times total before opening a file or web page. Any ideas?

I tried to restore to a point a week ago, but I guess that wasn't a real
restore point. If I restore to point a month or 2 ago, will I lose emails
and recent files?

This is the main problem, however I do have a recent unusually slow problem
too. It may run fine for awhile, then it really bogs down. I have 1GB RAM
and 2.44Mhz CPU speed. when this happens, I 'ctrl alt del' and look at the
processes running. Sometimes the CPU is running at 100%. It seems to be
McVshield.exe. If I stop it, then an Acrobat reader program runs it to 100%.
If I stop it then I'm good. I thought I'd try this forum before I take it
in somewhere. Help on any or all would be aprreciated.
