Windows XP slow

After start-up my computer runs slow. Example the screensaver does not come
out as fast as usual. I opened up windows task manager and found that a
program called "cmd.exe" is using the CPU alot and shut it off. After this
is done the computer runs fine. How can I shut this program off for good?

Cmd.exe is the Windows XP command prompt, used for executing commands.

Remove the viruses and spyware from your computer. For example, the Blaster worm opens a hidden remote cmd.exe shell.
