Eugene Roshal has released the rar engine under a free license, though
I don't know which one.


Pocket rar - the "free" one but I can't find any details on the
license.

Not "trully" free but rather donationware. They might have a blurb
about "commercial users need to stand on their head and sing i'm a
lumberjack" for all I know.
