Does anyone know of a mobile color printer that can print 11 by 17 inch
paper?

I found the Canon Pixma but it cannot print this sized paper.

If you mean small and portable, I doubt you will find such a printer.
Mobile infers battery-powered and small size. The best you may be able to
do is to find an acceptably small printer that can handle 11 to 13
inch-wide paper, and find a way to add a battery pack.

Most printers have an AC power module that feeds the printer with a
certain voltage, and has a certain maximum current capability. You could
supply a battery pack that has the right voltage, and the charge-life
would be determined by dividing the battery's ampere-hour capacity by the
printer's current. (Actual current is probably less than the power pack's
rating.)

One challenge is to find a way to charge such a battery pack. If you just
connected the printer's power adapter, it might result in possible
overheating or fire! If you used a battery holder with common
rechargeable batteries such as AA or C cells, you could remove the cells
and charge them separately.
