How can i capture outgoing connections.. like a firewall does?? (Using java)

Just as the subject says.. i have created a proxy tunneling project that
works pretty good for accessing blocked pages on my schools proxy... but i
would like to use a program like MSN or Kazaa behind this proxy. Just like
my program captures requests from IE, i would like to capture outgoing
connections like a firewall, so they can be redirected through the proxy...
can anyone help me out here?? BTW i use java, not C++ so C++ code likely
wont do me any good :S
