- Failed to initialize crypto API

Hi,
Trying to run CSUtil on cisco ACS server on windows, but it allows only
by administrator user.
Gives error "Failed to initialize crypto API"
Is there any work around for this since I cant get administrator
access, but still needs to run CSUtil.
