Is there anyway on an AS5300 or AS5800 to force users dialing up to
connect at a slower speed? Say instead of 43000 force them to connect
at 26400 or 20000?

You can do modem pooling to send the calls based on DNIS to different
groups of modems.
You may wish to investigate Cisco's DNIS and Modem Pooling With a PRI
Line:

Use modemcap to fine tune the characterstics of a modem. This is
achieved by changing the "S" registers on the modems ( using modemcap,
s29, s30, s31 etc. ):

All users.. also.. doing modem max-speed or min-speed is not an option
due to the IOS version (12.0 and 12.3) that is being run.
