Newbie question - Problems with booting Catalyst 2924M XL

I've got a problem with my Cisco Catalyst 2924M XL. When I want to
boot from the flash memory I get the following error message:

The system is unable to boot automatically because there
are no bootable files to boot.

I know that there is no IOS image in the flash memory. But how can I
get an image into the flash memory? I've tried to copy an image into
the flash memory with a tftp server, but it doesn't work. I always get
the message "permission denied". What can I do?
