I'm looking for Q.931 secification. Yes, I know that it can be bought
from ITU. Is there some other way to get explanation on Q931 debugs? Any
good links?

Google "q.931 cause codes" for a lot of troubleshooting stuff.
(Most troubleshooting focuses on the cause codes.)
Also consider Q.850, which breaks down cause codes in excruciating detail.
