When I scan the colors are shifted, a white sheet looks it has some
blue in it .
Could it be the lamp or the optics? Where can I find a replacement
lamp.

It's probably not the lamp, could be the color management on your
computer. The tint can be removed with photo editing software.

I don't know if your scanning software has this feature, but see
if there's a calibration button in the software window. I have it in
mine, and I have had an occasion to use it. I just click on it and
the scanner runs through a self calibration. It corrected a problem I
was having, so if your software has that option, you might try it.

Got anything that shows actual pixel color as you run mouse over it?
You need to know if it is REALLY "blue" or not.
Post a pic online?

It's not unusual for a scanner to pick up a slight tone from white
expanses. Can you simply test and compensate with HP scanner interface
color balance? Even my ancient HP Deskscan software allows for that,
although I don't think I can save it as a profile.

My Scanjet 4c had the same problem a while ago. First, check the obvious:
On DeskScan II under the Tools menu select Color Adjustment and make sure it's
set to a Distance of 0 and Direction of 0. If you click the Auto button in the
main window it will try to automatically re-balance the color based on
whatever you have selected in the preview window.
If that still doesn't work, try a cleaning: Start by removing the lid, then
remove the two metal ovals. Now get a Torx T15 screwdriver and remove the four
screws. You can now remove the cover. Use some Windex to clean both the top
and bottom of the glass. Pay special attention to the white bands that run
along the bottom and left edges underneath the glass. These are the color
calibration bands. If they have have a yellow tinge, then all your scans will
have a blue tinge. Even tough the glass may look clean from the outside, there
may still be a thin film of dirt on the inside.
