the application must support color management. Otherwise the profile
is ignored.
Working with no colormanagement on a Window OC normally means
sRGB-like colors.
Many applications in the windows world don't support colormanagement.
Colormanagement is fully supported by photoshop (full version) and
partly by
photoshop elements.
Many popular products like ACDSEE ( or even VuePrint) don't support
color management.
The open source product THE GIMP is has no color management :-((
Therefor I gave up my idea of an digital darkroom with linux.
An excellent an reasonably priced product with a good color management
implementation is Picture Window Pro (http://www.dl.c.com).

Just do a little test.
- scan a color picture with VueScan
- choose Adobe 98 RGB als file profile and save
- choose sRGB als file profile and save
- open both images in a non color managed application, i.e. GIMP.
the images should look quite different.
- open both images ina color manged application than the profile is
honoured and
the images should look the nearly the same.
