- Cannot see Turn OFF or Run command

In my Start Menu i cannot see the Turn Off nor the Run command. When i press
Windows key+R, it gives an error- This operation has neen cancelled due to
restrictions in effect on this computer. Please contact your system
administrator.

Sounds like this was set by an administrator either of the pc or the domain
the PC is on.
Might be best to speak to someone who has admin rights on this to find out
more.
