Disable background (for only one user)

We have laptops that are used by staff and others for training. We would
like to disable the ability for the normal end user to change the background
however we do not want to take this ability away from the presenter or
teacher of the class.

You should create a group policy and specify it for the one user.

1. Click Start and then Run. Type "gpedit.msc" without quotes and press Enter.
2. In Group Policy Editor, go to
Local Computer Policy -> User Configuration -> Administrative Templates ->
Control Panel -> Display
3. Locate a setting named "Prevent Changing Wallpaper". Double click to open
it.
4. Select Enable and click OK.
