- granting access to power management settings

How do I grant an ordinary user the priviledge to change the "turn monitor
off" setting. As it is now, if an ordinary user tries to change the setting,
they get an access denied message. I am a network administrator so I would
like to put this into group policy if possible but I haven't been able to
find out how. I don't believe I have locked this out through group policy but
I may have.
