An administrator is all powerful on the computer and if restricted can undo
the restrictions to himself if he knows how. A power user is equivalent to
the old regular user found in NT4.0 and can install many applications,
create shares, and create and manage users that he creates other then
administrators. A power user can also mess up a computer pretty badly since
he has write access to the system and program files folder unlike regular
