I too am looking for this exact thing.

Although I have seen many scripts online that will force the logoff (when
implemented via a webpage or some other medium) I would like to use
Delegation. It would even be great if I could create an "unlock" user that
would ONLY force the log off of a user and not be able to actually log onto
the workstation.
