XP sp2

When i open the security center it says the security center is currently
unavailable because the service has no be started or was stopped. If i run
services.msc and go to security center and try and sart the service i get an
sayin
"Could not start the security center service on local computer"
" error 1053 : The service did not respond to the start or control request
in a timely manner"

I think I have the same problem. I reloaded windows and it doesn't
recognize my Norton Anti-. Tried installing it, but get a message (you are
already registered with Norton), won't accept my account?

Any help?
